"Cover" Action doesn't allow selection of target(s)

Describe the issue you are experiencing

You cannot select targets when defining an action for Covers (Cover: Close, Cover: Open, etc.)

Describe the behavior you expected

It should allow selection of device(s), area(s) or an entity/entities

Steps to reproduce the issue

1. Go to Developer Tools -> Actions
2. Select "Cover: Close"

You will not be able to select which cover(s) to close.

This seems to come up once and a while for some people, I don't know the reason, but it always seems to resolve itself eventually. But I can still see all the target selector in my instance.

I know you checked all the checkboxes, but please make sure you've tried the safe mode and full cache clearing, just to be sure.
