Twilio now requires registration for SMS which appears to cost money #31650

Feedback

I tried setting this up today and kept running into errors. Ultimately I found that I need to register my number which I guess is in an attempt to prevent spamming. Throughout this registration process I would have to pay. I elected to not continue but you may want to update this guidance with that information.

Feel free to adjust the docs to what is needed, the integration does not have a code owner who will act on this.
