Utility Meter: Configuration Variables - Consider moving the important note to where it belongs. #36097

In the "Configuration Variables" section, at the bottom, consider moving the note, "Important When using the offset configuration parameter, the defined period must not be longer than 28 days" to where it fits best—right in the description of the "offset" variable.
