Add debug mode instructions to README #401

Discussed in #74 and added in 8f88255 back in Feb 2018. Adding instructions as I had to search the parameter in the source code.

These two flags are going away at some point.

They should be set using the Homebridge UI -> Homebridge Settings -> Debug Mode Toggle.
