As we move away from the quick and dirty hackathon style, what do we think infrastructure looks like?

Some questions we should answer:

Use Nginx for React, so we pay almost nothing to host the UI.
Switch over to the standard GCE instance (only supports node 10) for API so we can scale down to zero instances.
Look at other "free tier" providers like Netlify/Heroku.

Need to ask talk through physical install:

How is this going to run? Giant TV + iPad? Raspberry pi?
Networking? Wired/wireless.

For now I have scaled us to standard Google App Engine instances via #91 so that we can scale to zero. We still need to figure out the long term hosting for this.

@crstamps2 Do you have any more details on the hardware available to us?
