Wish Curation List: Group wishes by year #87

Proposal to add group wishes by year to to the site.

Feature Name group wishes by year

Functionality This is kind of a filter for the list Default to all Can select a year Can select the whole list

TODO add design

Notes I don't think it really matters what the date means since that will be determined by Wish Curation List: Date for wishes

Q: Would we want to limit the list of years to be recent? (This won't be a big deal for a while, but eventually it will matter.)
