Astro power stress testing #2

We don't know the power budget that we have to work with for the head electronics. In basic testing (display on full brightness, Xavier idle, camera plugged in, Fetch idle) things seem normal, but we may experience issues as we start to do computation. We should test that the system remains stable with both the Xavier and the main CPU loaded to 80-90%.

Things have been seeming solid. Uptime ~10 days no sweat.

Tested by running stress --cpu 8 --vm 2 -- io 4 --timeout 240s on both computers with the display brightness all the way up, and then driving the Fetch around. No issues.
