Mastodon 4.0.2 / Hometown 1.0.8 merge #1235

This is a WIP of Mastodon 4.0.2 working with Hometown 1.0.8 features, intended as the ground work for Hometown 1.1.0.

This merge is working and supports basic Hometown features like local-only posting and exclusive lists, but some stuff breaks like the ability for admins to set a default RSS opt-out for users. Also there are still a number of Mastodon 3.5.5 features I want to put back in.

But, this is a start!
