Trends allowed without prior review after upgrade to 1.1 #1281

Steps to reproduce the problem

Upon upgrading to 1.1 the toggle "Allow trends without prior review" in https://server.org/admin/settings/discovery was enabled. I'm not sure whether this is a new toggle or not but it should stay default off.

Expected behaviour

Toggle should have remained off by default

Actual behaviour

Upon upgrading to 1.1 it was on
