Setting to allow trending messages with content warnings #1301

Pitch

Admin setting that allows trending toots that have a content warning, maybe even enabled by default, because the current behavior is an incentive to not use content warnings as they limit "reach".

Motivation

Mastodon 3.x used to have this, but it was removed somewhere in 4.x and is now only available in the glitch-soc fork.
