"backport" enabling webP support to Hometown 3 #1331

I just just applied https://github.com/mastodon/mastodon/pull/18506 to the current Hometown 3 head. It went through cleanly.

As the last round of security upgrades brought in a new ImageMagick version, I don't think there's anything problematic about this. What do you think?

Perhaps mastodon/mastodon#23726 could be backported to v3 easily too, but I didn't yet check how well the merge goes through.
