fix(PR): auto-generate summary comment without label

Currently all PRs require a :homie-summary:. This task is to automatically generate a Homie summary potentially via comments like

<!--- Homie Summary End -->

Instead of doing it in summary, let's just add a comment

• [ ] Add comment with summary
• [ ] update comment on changes

We should generate a summary for ALL incoming Github Pull Requests, and gitlab merge requests, not just after writing the code.

• for github, generate summary on pull_request.opened
• for gitlab, generate if mergeRequest.action === 'open'
