Implement GitHub issue comment webhook to automate pull request creation. #293

Added several TypeScript files for chat functionality to support various GitHub and GitLab operations.
Created a new webhook handler for GitHub issue comments in src/pages/api/webhooks/github/issue-comment.ts.
Updated the write code job in src/queue/jobs/write-code.ts to integrate Slack and GitHub issue contexts.
Modified writeCodeForGithub in src/lib/github/write-code-for-github.ts to include issue number in PR creation.
Enhanced getWriteCodeContext in src/lib/ai/get-write-code-context.ts to incorporate issue title and body.
The changes enable triggering code writing and PR creation directly from GitHub issue comments.
