I experienced an issue today where I was logged in on a poor connection. I built a new workspace and saved it. I then clicked my Project list to see only one project, the one I just thought I'd saved.
If the connection is poor, it is better to show nothing and give an error message than show an incorrect project list. Also, if I hadn't clicked the project list, I would have thought the project had been correctly saved, when it seems it probably wasn't (although I'm not completely sure.)
