Add option to "scrub" RES backups #3922

The ability to clean a RES backup file removing last visited info for threads/subreddits. This can be handy for transferring backups between systems such as Personal > Work and do not want home browsing imported at work.

I would like to see this implemented by marking various options and pieces of storage with a PRIVACY enum value like "safe to share", "sensitive", "private", "local-only". This will also be useful for hypothetical projects like safely syncing data or sharing settings.
