[secure-tenancy] fix migrate script #62

Which problem is this PR solving?

The location of the migrate script for Secure Tenancy has moved to a sub-folder called /migrate/mysql.

Also removes the use of the undocumented property to avoid setting up helm install hooks for migrate.
