Which problem is this PR solving?

Updating dependencies for OpenTelemetry and the Launcher.

Short description of the changes

update otel launcher to v0.3.0
update otel dependencies to 1.14.0
add the http:// protocol to the endpoints in the smoke tests (to ensure it works as expected with latest changes)

How to verify that this has the expected result

make test and make smoke still succeed as expected
