feat(gha): consistent package name, multiarch; fix perms #26

Short description of the changes

Make package name predictable without md5 goop after it.
Build package as multiarch by default.

Also this PR should verify that adding hnyghactions to the repo fixes the permissions issue from before. (which it does, but the other changes require being landed to take effect on subsequent PRs)
