Datadog receiver #23

This adds the datadog receiver code. The intent is we can then cut a release so customers can use this in the OCB.

Do we intend to try to push this back upstream into collector contrib?

Yep, absolutely. We want to have some prospects use it in anger first though, so we can tweak it here and there before contributing upstream.
