timestampprocessor - update collector deps to 0.36.0 (GA) #9

Which problem is this PR solving?

Building the timestampprocessor against the GA Collector (0.36.0) is not working do to changes between 0.33 and 0.36

Short description of the changes

bumped the underlying library, updated code to work with breaking changes
the underlying container used by Circle to run the tests and build has been updated to republished to the honeycombio Docker Hub org

I can't see the CircleCI error, but is I believe the underlying image has the 0.33 version of the opentelemetry-collector-builder installed? go test runs locally

Resolved previous issues after some spelunking. Build passes in CircleCI and locally 🎉

Assuming this is looking good I think a new release of the processor itself is required (v1.0.0? v0.2.0)?
