Refinery is a trace-aware tail-based sampling proxy. It examines whole traces and intelligently applies sampling decisions (whether to keep or discard) to each trace.
When a peer starts to shutdown, Refinery needs to tell k8s to stop sending traffic to the shutting down peer so that it can have a chance to handle the data it already received
