debian 7 pip not recognizing --allow-external and --allow-unverified #213

Had to leave off these parameters, seemed to install ok without though.

AFAIK it is a security feature that we added recently to pip. Leaving this issue open for a while in the hope than someone picks it up and submit a fix.
