Create debian package script for Logbook #3

CoBang depends on Logbook. To be able to package CoBang as *.deb file and published to PPA, logbook must be available as *.deb on some repo first.

Fortunately, there is already Ubuntu package for Logbook: https://launchpad.net/ubuntu/+source/logbook

The problem is that it is not released for Ubuntu 20.04.

We will backport it for Ubuntu 20.04.

I have re-packaged it for Ubuntu 20.04 and upload to my PPA: https://launchpad.net/~ng-hong-quan/+archive/ubuntu/ppa
