make sp runhaskell HAppS.Deploy.DevStart work #13

* App haskell to HAppS-Deploy so

    sp runhaskell HAppS.Deploy.DevStart

  will run.  This works because sp will pull DevStart from wherever and
run it.

Now obsolete because searchpath takes care of this stuff.
