Commitlint CI #1467

What is the feature you are proposing?

Almost of Hono community's commit messages and pull request titles are following Conventional Commits format. As for the title of the PR, how about making sure to include a Commitlint CI at this time?

Thanks for raising the issue.

Good point. I think we should update the Contribution Guide before doing this. But, I don't want to force things on contributors too much. Nevertheless, leaving this Issue.
