Dependabot couldn't authenticate with https://pypi.python.org/simple/.

You can provide authentication details in your Dependabot dashboard by clicking into the account menu (in the top right) and selecting 'Config variables'.

Looks like PyPI has persisting issues. @dependabot gets 403 response on its GET requests to the PyPI's simple API and it thinks it's a private registry, hence this notice. I think there's nothing anyone can do, seems like something which needs to be solved between Dependabot and the PyPI itself.
