Add .spec and manifest file for redhat linux enterprise rpm build #46

I had added django-threadedcomments.spec and manifest.in for Red Hat rpm package build, and had been tested.

Something like this here: http://pkgs.fedoraproject.org/cgit/python-django-threadedcomments.git/tree/python-django-threadedcomments.spec ? You'd request a branch for EL6, build and push the update.

I am sorry, this is out of scope for this project. We cannot support all distributions, we just support python packaging.
