Add ability to configure a base prefix to all components

This PR introduces the configuration of a base prefix to the app via API_URL.

• [webapp] Add query string with the gateway app version on index.html to fix cache problems when loading new versions of the Webapp
• [webapp] Add default URL base path to all assets
• [webapp] Replace old node base api configuration with default port 8009 instead of 4001
• [webapp] Include 127.0.0.1 exception to avoid loading clarity lib
• [webapp] Fixed broken documentation links
• [gateway] Allow including base URI prefix to the API and the static webapp files
• [gateway] Allow overwriting the default assets base path when starting the gateway based on the API_URL configuration
• [gateway] Rewriting webapp transpiled assets now includes: api url, assets url, index.html query string version, webapp base route
• [cli] Improve login error message on failing to decode response
