[REFACTOR] models: user and user groups new models with GORM #500

This PR introduces a refactor at the model layer to simplify hoop's interaction with the DB:

adds a GORM as ORM to connect with the database
adds a model layer with:
- user model
- user groups model
comments the whole old users' layer model inside the pgrest folder.
change in the whole application to use the new user and user groups models
