Place Japanese rules at the beginning #11

Due to the addition of the rule selection function, it seems that even if the rule is changed in the cfg file, it is not reflected in lizzie. At least I propose this PR to avoid confusion for Japanese people. Even if "japanese" was selected in the initial setting of the mega pack, it was not reflected in lizzie. This is the motivation for creating this PR.

I was able to multilingualize the rule using resourceBundle.getString, but it seems that lizzie or KataGo doesn't recognize it as a rule internally.
