[ ] Setup a testing suite for unit tests on the all methods for each .proto file created inside hopr-server

@nionis Let's create a GitHub action that focuses in testing this setup. Right now our tests run for hopr-core, but we should setup hopr-server as well.

The test suite has been implemented, we just need to run it on our pipeline. Created https://github.com/hoprnet/hopr-core/issues/178 for this, closing this one now.
