[x] Add protos/docs.yml under our workflows that generate the doc spec file.
[x] Update npm publication of protos package to include generated doc spec file from past workflow.

@jjperezaguinaga looks like it's not possible to have subdirectories in workflows folder 1, I will be renaming it to protos-docs instead
