The idea is to have a centralised API that can provide us with enough information about the following:

stage-0 - Bootstrap Nodes (IP and PeerId) per Datacenter
stage-1 - Releases Metadata (e.g. prerelease, release)
stage-1 - Nodejs Metadata (e.g. version used)
stage-2 - Existing or known peers (i.e. data for Dashboard)

Closing this one for now. After discussing with Sebastian, we are going to favour DNS entries (i.e. TXT records) which will favour our discovery of information. E.g.

digging _bootstrap.hoprnet.org will show up our bootstrap nodes digging _$product-releases.hoprnet.org will show up our latest binary releases
