[x] Create TXT entry record in our DNS to be able to query the latest information about the bootstrap nodes.

e.g. dig -t TXT _dnsaddr.bootstrap.libp2p.io

Entried had been created and can be exposed via the following commands:

dig -t TXT _dnsaddr.bootstrap.develop.hoprnet.org
dig -t TXT _dnsaddr.bootstrap.testnet.hoprnet.org
