Protocol transit to staking season 7

• [x] Ensure https://github.com/hoprnet/hoprnet/pull/4906 has already been merged
• [x] Merge https://github.com/hoprnet/hoprnet/pull/4907, so that procotol-config.json is updated with latest addresses
• [x] Important staking accounts (e.g. DevBank, CI, Operator) unstake from S6 and stake their NR NFTs to S7
• [x] Update staking contract in "NetworkRegistryProxy" contract, with S7 contract address (0x65c39e6BD97f80B5aE5d2120a47644578Fd2B8DC) This should be called by its owner. @Jaguaras

Notes for season transits:

1. operators for all the products must re-stake their dev NFTs to the new season.
2. staging environments (incl. debug) should also be updated
