Add rulegen command #5

This command should implement the functionality of rulegen.py from PACK. We also might be able to steal an idea or two from this project: https://github.com/bartavelle/rulesfinder

rulesfinder got rewritten in Rust, therefore I'm not going to add this and close this issue.

I like the idea of including it somehow, either in the docs or in a contrib/ folder or something (can't other GitHubs be included by reference?), on the assumption that many people will assume that PACK2 is a like-for-like / drop-in replacement for PACK
