Bitcoin gas fees settings enhancements (two tasks) #7626

I would having a more granular control on gas fees setting in PoW chains, like Bitcoin.

For example I would being able to set 5.3 satoshi / byte.

If possible adding a blocks confirmations selector in order that UW automatically calculates the proper fees settings to stay within a certain time frame.

For example: automatically calculate the fees to fit in next 2 blocks, I am in hurry.
