Zcash sync refactoring #4010

  1. Update Zcash library to 0.13.beta-3
  2. Use birthday height for calculation sync progress to avoid reset UI sync precent after reopen app
  3. Set 0-10% syncing state for download sapling 10-60% for download blocks 60-100% for enhancement blocks
