changes made to user account privileges using web server administration section for a user do not save #398

When I log in to the Horos web server for my installation (using a browser) as an administrative user, and "Access the administration zone", then try to edit the privileges for a user (e.g., select "Authorized to download DICOM ZIP files" such that the box turns into a blue checkmark), then save these changes, they do not get saved. The blue checkmark for the change reverts immediately to no checkmark. The only way to get the changes to stick is by logging in remotely to the server, calling up the preferences, selecting web server, and then edit users.

Seems to only happen with one user. The only difference seems to be that the new user has capital letters in the name... But that presumably shouldn't matter?
