Environment indicator replacement #73

Note that we still need to add the settings.local.php environment title $conf setting on each of our hosts that intend to use it. I was thinking we could easily patch the module to add a color key to the settings array so we can color per environment. This is a start towards keeping it simple.

Also, there may be z-index issues with some themes, i.e. https://github.com/opensourcery/PublicSite/blob/7.x-2.x/os_public_install/themes/custom/leo/sass/partials/modules/_footer.scss#L29

Not sure if we want to roll a few patches against it first or not.
