i have same problem with 3.32 / 19.04
This does not look like a gnome desktop to me. On my 2nd screen is no clock at all. So how did you get there?

I don't remember. I reported this bug two years ago and I am not a regular user of GNOME precisely because of issues like this. Rest assured however that it is a GNOME desktop and Arc doesn't work properly with it. I probably googled "how to have panels on second desktop with GNOME" and then followed whatever instructions I found.
