I've seen the same on Ubuntu GNOME 17.04, theme installed from Canonical repo (sudo apt install arc-theme
); I think it's designed to be like that.
However, I was considering an Arc White variant, where the panel matches the menus back/fore-ground colors instead of being "flipped". For what concerns GNOME, it would be a simple modification to common/gnome-shell/3.x/common-assets/panel/panel.svg
perhaps moving it to dark/light-assets; then we would need to modify common/gnome-shell/3.x/sass/_common.scss
I think (not tested) to change the font color and avoid the white-on-white effect.
But, before proceeding, I think we should ask @horst3180 because I guess he wants consistency between different desktop environments and such a modification would have to be "ported" to Unity, Cinnamon, Metacity, ... as well and personally I have no experience with others DEs.
Top panel is dark with White/Dark theme, and cannot change it with other extensions neither.
