Color Issue With Panel and Spread Out Icons

Hello, I am currently running Linux Mint Mate 18.2 on GTK 3.18. I have tried building from the source, and it keeps on resulting in a weird color scheme with the panel. Even ppa's result in the same issue. Also the icons are not visible, and they are spread far apart.

• Desktop environment (with version): 1.18 Mate
• Arc version/commit (don't put "latest"): Not sure how to check this, I just cloned the git repository and followed the instructions
• GTK+ 3 version: 3.18
  • Murrine engine version: 0.98.2-0ubuntu2.2 amd64
  • gnome-themes-standard version: 3.18.0-2ubuntu1 amd64

horst3180 is inactive for a long time now. The arc theme is now maintained in this fork: https://github.com/NicoHood/arc-theme

Please close this issue, test the latest version of the fork and open a new issue on the fork if it still exists. Thanks.
