Context language should be specified in OBFL-file #14

The context language is currently supplied as a parameter to the LayoutEngine, 
however it should be specified in the OBFL input.

The context language should remain a parameter. It makes the OBFL-file more 
useful if one can render the same OBFL-file in different language contexts. 
However, the *document* language should be specified in OBFL, via xml:lang. See 
issue #4
