InputManagerFactory should be allowed to check input file

InputManagerFactory should be allowed to peek at input file in order to 
determine if it supports the format or not, as not to block another 
implementation that might support it

Changing this to low priority because this is not something that is needed at 
the moment. It's really only important if one wants to support non-xml files.
