Add Framework Instructions to Tutorial #10

Add instructions to the tutorial explaining how to use the package as a framework for the development of new LCS variants. Currently the tutorial only explains how to use algorithms that come as part of the package.

Moving this out of the "Prep for First Non-Alpha Release" milestone -- the library is not yet ready to be used as a framework, despite being ready for use as a learning algorithm.
