Using generics to create a single aggregator proc block which can consume primitive datatypes as required.

As mentioned in https://github.com/hotg-ai/rune/issues/116#issuecomment-842174192, we are no longer doing debouncing inside the Rune. A common labeling proc block was created in #151.
