landuse=brownfield is now used on Philippines for destroyed villages - http://tasks.hotosm.org/job/350

Sounds a little bit hijacking to me, given the wiki definition http://wiki.openstreetmap.org/wiki/Tag%3Alanduse%3Dbrownfield and given the meaning of "brownfield".

Please go first through a process of validating the tag choice/use.

Well, probably your right, the point was that this tag is at the moment used in Philippines but it is not rendered. The idea is not mine, it comes from #hot IRC channel (made probably by AndrewBuck)
