I can't remember what he rendering in JOSM is. Paper maps that I've seen for different Central American countries have unpaved roads with a "dotted"/"dashed" filling. Or should I say "recurringly discontinuous". I can send a picture if need be. Some clearer than current differentiation would IMO be good in any case and the hiearchy should also stay clear. .. The "dashed" filling could be a good way to do this.
Let's keep the discussion in one place: https://github.com/hotosm/HDM-CartoCSS/issues/104
WOuld be good to use the same HDDM rendering than for JOSM. Currently, all unpaved roads (huge majority in deveopping countries) are white and their hierarchy is not visible anymore. Eg in Bor, SOuth Sudan: http://www.openstreetmap.org/#map=13/6.2047/31.5659&layers=H
