Use a thinner line for country borders at small scales #221

Problem

The country borders on small scale renderings seem too thick, giving the map boundaries a blurred and fuzzy appearance. See HOT Style:

If you can overlook the labels, you will see that the country boundaries in the default OSM style look (to my subjective eyes) much better.

Proposed solution

Use a thinner line style for country boundaries at small scales.

Done for now, but see also https://github.com/hotosm/HDM-CartoCSS/issues/216#issuecomment-37733721: we may use a shapefile for admin boundaries at low zoom level in the near future.

Just some positive feedback - the rendered tiles are online now and the country boundary rendering is a huge improvement on loading the map at a small scale.

Once #216 is resolved it will look even better.
